(Bishkek, Central Asia News Agency) Kyrgyz President Sadyr Japarov signed a presidential decree on “Measures to Ensure the Free, Fair, and Transparent Conduct of the Presidential Election of the Kyrgyz Republic on January 27, 2027.” The press office of the Kyrgyz President reported this.
The decree is aimed at ensuring the legality and transparency of the electoral process, safeguarding citizens’ voting rights, and providing equal conditions for all election participants. The decree particularly emphasizes the need to prevent unlawful interference by state and local government bodies in elections, as well as the use of administrative resources to benefit individual election participants.
Specifically, it strictly prohibits the mobilization of teachers and students of educational institutions, faculty and students of higher education institutions, employees of social security institutions, employees of medical institutions, and employees of other state and local government organizations, agencies, and enterprises that provide services to the public, to participate in campaign activities in support of any candidate;
The decree instructs the Cabinet to immediately hold administrative bodies, law enforcement agencies, heads of local state administrations and local self-government bodies, and officials accountable — as well as employees of subordinate organizations, agencies, and enterprises — for unlawful participation in campaign activities or the use of official or public position to benefit any candidate, imposing disciplinary liability and, where necessary, dismissing them from their posts.
The Central Commission for Elections and Referendums is recommended to take additional measures to ensure the uniform application of electoral law and to provide relevant information to citizens.
In addition, measures are stipulated to ensure the participation of international observers in the elections, in accordance with the laws of the Kyrgyz Republic.
