At the invitation of Sadr Zaparov, President of the Kyrgyz Republic, Xi Jinping, President of the People’s Republic of China, paid a state visit to the Kyrgyz Republic from August 30 to September 1, 2026, and attended the 26th meeting of the Council of Heads of State of the Shanghai Cooperation Organization.
The two heads of state held talks in a warm, friendly, and pragmatic atmosphere, highly praising the achievements in the development of China-Kyrgyzstan relations. They exchanged in-depth views on deepening all-round cooperation and international and regional hotspot issues of common concern, and reached broad consensus.
China and Kyrgyzstan are good neighbors, good friends, and good partners. Deepening bilateral relations is of great significance and holds a promising future. Facing the profound changes in the world over the past century, China-Kyrgyzstan relations have withstood the vicissitudes of international affairs, demonstrating strong stability, continuity, and inherent dynamism.
Both sides are willing to continue to firmly support each other in safeguarding national sovereignty and territorial integrity, ensuring social security and stability, strengthening mutually beneficial cooperation in various fields, promoting sustainable economic and social development, and pushing forward the high-quality development of the China-Kyrgyzstan comprehensive strategic partnership in the new era. They reiterate their willingness to work together to build a China-Kyrgyzstan community of shared destiny featuring good-neighborliness and shared prosperity.
I. Both sides point out that the principles of the United Nations Charter and the norms of international law, such as mutual respect for sovereignty and territorial integrity, mutual non-aggression, non-use of force or threat of force, non-interference in internal affairs, peaceful coexistence, equality and mutual benefit, constitute the solid foundation of China-Kyrgyzstan relations.
Both sides emphasized that the current China-Kyrgyzstan relations are at their best in history. The two countries have continuously consolidated their traditional friendship and mutual trust, and promoted the deepening of their comprehensive strategic partnership. This will not only promote the common development and prosperity of China and Kyrgyzstan, but also benefit regional and global peace, stability, and development.
Both sides emphasized that they would continue to firmly support each other on issues involving their core interests.
Kyrgyzstan supports China in fully building a socialist modernized strong country and congratulates China on successfully achieving all the goals of the 14th Five-Year Plan. It firmly believes that under the leadership of the Communist Party of China (CPC), China will surely achieve the goals and tasks of the 15th Five-Year Plan.
The Kyrgyz side reiterates its support for the one-China principle, acknowledging that there is only one China in the world, Taiwan is an inseparable part of China’s territory, and the Government of the People’s Republic of China is the sole legitimate government representing the whole of China. The Kyrgyz side opposes any form of “Taiwan independence,” reiterates that it will not engage in any form of official exchanges with Taiwan, supports all efforts made by China to achieve national reunification, and believes that the authority of United Nations General Assembly Resolution 2758 is beyond doubt and challenge. The Kyrgyz side firmly supports China on issues related to Xinjiang, Hong Kong, and Tibet.
China firmly supports Kyrgyzstan in pursuing a development path that aligns with its national conditions and unwaveringly backs the efforts made by Kyrgyz leaders to safeguard national security and stability, uphold national sovereignty and territorial integrity, and promote economic and social development. China firmly believes that Kyrgyzstan will achieve the development goals set out in the “National Development Program by 2030,” including sustainable growth, improving people’s living standards, and enhancing social welfare, as scheduled.
Guided by summit diplomacy, both sides will firmly implement the consensus reached by the two heads of state and promote all-round and high-quality development of China-Kyrgyzstan relations.
Both parties will further intensify high-level exchanges, ensure the smooth operation of existing cooperation mechanisms and platforms, including those between governments, legislative bodies, and local authorities, and actively explore the establishment of new cooperation mechanisms and the creation of new growth points.
Both sides emphasized the significance of establishing a strategic dialogue mechanism between the foreign ministers of the two countries and expressed their willingness to leverage this mechanism to promote cooperation between the two nations.
II. Both sides emphasize their willingness to jointly safeguard regional security and stability, deepen cooperation in law enforcement and security on the basis of strictly abiding by the laws of both countries and international obligations, and maintain close exchanges and mutual visits between competent authorities.
Both sides share the same stance on combating terrorism, separatism, and extremism, and are willing to continue to coordinate efforts to address both traditional and non-traditional security threats and challenges. They are united in their determination to jointly fight against the “three forces” as well as organized crime, drug trafficking, cyber fraud, illegal immigration, and smuggling activities.
Both sides will continue to deepen defense cooperation within bilateral and multilateral frameworks, strengthen pragmatic exchanges in areas such as group visits, personnel training, and joint anti-terrorism exercises, and safeguard the common interests of both sides and regional security.
Both parties pointed out that against the backdrop of the global technological revolution, it is necessary to strengthen cooperation in fields such as cybersecurity, information security, and artificial intelligence.
Both parties will actively strive to ensure the safe implementation of strategic cooperation projects.
Both parties will continue to strengthen cooperation in areas such as responding to emergencies, rescuing disaster victims, ensuring safety in production, and conducting joint training exercises for search and rescue personnel.
III. Both sides are willing to strengthen pragmatic cooperation in areas such as trade, investment, innovation, and development, to promote comprehensive and high-quality development of China-Kyrgyzstan relations, and to enhance mutual prosperity and improve the well-being of the people of both countries:
— Highly praising the fruitful achievements made in the high-quality joint construction of the Belt and Road Initiative between China and Kyrgyzstan, we will continue to promote the alignment of the Belt and Road Initiative with Kyrgyzstan’s “National Development Program to 2030”, ensuring the smooth progress of pragmatic cooperation projects in various fields between the two countries;
— To comprehensively promote bilateral economic and trade cooperation, we should give full play to the role of mechanisms such as the China-Kyrgyzstan Intergovernmental Economic and Trade Cooperation Committee, as well as its subordinate working groups on economic and trade cooperation between China’s Xinjiang and Kyrgyzstan’s adjacent areas, and on investment and industrial cooperation between China and Kyrgyzstan;
— Expand the scale of bilateral trade, optimize the trade structure, enhance the level of trade liberalization and facilitation, and strengthen cooperation in the fields of e-commerce and digital economy;
— Supporting the trade and investment promotion agencies, chambers of commerce, and associations of the two countries to strengthen exchanges, and encouraging official and business delegations from both countries to participate in large-scale forums and exhibitions held by each side;
— Strengthen investment cooperation in the fields of processing and manufacturing, agriculture, logistics, infrastructure construction, industry, new-generation information technology, automobiles, heavy machinery, and minerals; strictly abide by the laws of both countries and the principles of sustainable development, promote high-quality mutual investment, safeguard strategic and priority projects, hold investment forums, organize business visits, and other activities, facilitate efficient collaboration between investors and national institutions, and expand the “one-stop service” mechanism;
— Support the Ministry of Economy and Commerce of Kyrgyzstan, the China Development Bank, and the Silk Road Fund in continuing to strengthen cooperation, and jointly expand investment in Kyrgyzstan within the framework of existing investment and financing cooperation platforms;
— Actively promote cooperation in the financial sector, support eligible Kyrgyz banks to join the Cross-Border Interbank Payment System (CIPS), study the possibility of Chinese banks opening branches in Kyrgyzstan, establish correspondent accounts between banks of the two countries, and expand bilateral trade and investment settlement in local currency;
— Both parties will continue to advance the negotiation process of the “Agreement on Trade in Services and Investment between the Government of the People’s Republic of China and the Government of the Kyrgyz Republic”;
— Actively implement the “Agreement between the General Administration of Customs of the People’s Republic of China and the Customs Department of the Kyrgyz Republic on Establishing a Sino-Kyrgyz Port Management Cooperation Committee”, jointly enhance the efficiency of port inspections and work coordination, ensure the smooth operation of Sino-Kyrgyz border ports, and create favorable conditions for the growth of trade between the two countries and the region. Both parties will dynamically adjust the working hours of the Irkeshtam and Torgat ports based on the actual situation of cargo passing and customs clearance at the ports;
— Promote cooperation in the customs field between the two countries. Advance the interconnection of the “single window” mechanism, introduce modern customs supervision and automated customs management mechanisms, strengthen cooperation in animal and plant inspection and quarantine, facilitate mutual trade, enhance the transparency of import and export business, and improve the level of customs supervision;
— Tap the potential of agricultural cooperation and expand the access of high-quality agricultural products from Kyrgyzstan to China. Support the export of Kyrgyz grain to China through existing ports and promote trade in agricultural products between China and Kyrgyzstan;
— Strengthen cooperation in the fields of transportation and logistics, build a stable and unimpeded transportation corridor, and create favorable conditions for opening new direct and transshipment routes. Support the opening of new air routes between the two countries;
— Agreed to accelerate the study of the “Agreement between the Government of the People’s Republic of China and the Government of the Kyrgyz Republic on International Road Transport”;
— Ensure the smooth and timely implementation of the China-Kyrgyzstan-Uzbekistan railway project, creating favorable and mutually beneficial conditions for ensuring project capacity and efficiency;
— Accelerate the infrastructure construction of the China-Kyrgyzstan Biedieli Port and the construction of the Balskone-Biedieli-Ush-Aksu highway, and strive to officially open and operate the passenger and freight transportation functions of the Biedieli Port at an early date;
— Strengthen cooperation in the energy sector to ensure the stability of the production and supply chain of the fuel and energy complex. Enhance cooperation in the joint exploration of oil, gas, and coal, deepen cooperation in the fields of wind power, solar energy, and hydropower, and ensure the smooth operation of corresponding infrastructure and the unimpeded transportation of energy resources. Support joint projects between enterprises of the two countries in the development of renewable energy;
— Expand cooperation in addressing climate change and preventing natural disasters.
IV. Both sides firmly believe that humanities cooperation serves as a long-term and important foundation for enhancing mutual understanding and good-neighborliness between the Chinese and Kyrgyz peoples. They are willing to further strengthen cooperation in areas such as culture, healthcare, poverty reduction, sports, media, film production, and youth, and to promote exchanges and cooperation between research institutions and archives of the two countries.
Both parties will continue to deepen cooperation in the field of education, strengthening collaboration in higher education, vocational education, language instruction, teacher education, exchanges between teachers and students, as well as joint training of outstanding engineers and other experts. We welcome the establishment of the China-Kyrgyzstan Outstanding Engineers College.
Both parties will continue to strengthen cooperation in the field of science and technology, leverage the role of the China-Kyrgyzstan Science and Technology Cooperation Committee, implement joint research projects, establish cooperation platforms such as joint laboratories, and support exchanges and mutual visits between young scientists from both sides.
Both parties are willing to deepen cooperation between research institutions of the two countries, support activities such as expert exchanges and regular consultations, and conduct joint analytical research on priority areas of cooperation, including regional security, sustainable development, green growth, and digital transformation.
China highly praises the anniversary meeting of the Issyk-Kul Forum, named after the Kyrgyz writer and thinker Aytmatov, held in Chopontata. The meeting promoted Aytmatov’s ideas on humanism and mutual understanding and solidarity.
Both parties are willing to further strengthen cooperation in medical and health care, fully leverage the role of the China-Kyrgyzstan Blindness Prevention Cooperation Center within the Health Express, and promote cooperation projects to bring more benefits to the Kyrgyz people.
China welcomes the holding of the 6th World Nomadic Games in Kyrgyzstan. Kyrgyzstan thanks the Chinese delegation for its active participation in this event and looks forward to China’s continued participation. China supports Kyrgyzstan’s initiative to promote nomadic civilization and traditional culture as an important part of global cultural diversity.
Both sides believe that respecting the history, culture, and traditions of the peoples of the two countries is of great significance. They will engage in academic exchanges and joint historical research, actively elucidate historical truths, guard against distortions of history, and protect the historical and cultural heritage of the peoples of the two countries.
Both sides will further deepen cooperation in areas such as policy dialogue, program production and broadcasting, new technology application, talent cultivation, and bilateral and multilateral large-scale events in the field of radio, television, and audio-visual, jointly telling the story of China-Kyrgyzstan friendship.
Both sides are willing to expand local cooperation and deepen cooperation and exchanges in various fields between provinces, cities, and municipalities of the two countries.
Both sides will strengthen tourism cooperation, orderly expand the number of tourists, and are willing to continue creating safe and favorable conditions for the travel of citizens of the two countries.
Both sides will continue to facilitate visa policies.
Both parties will continue the good momentum of cooperation within the framework of the “Treaty between China and Kyrgyzstan on the Transfer of Sentenced Persons”.
Fifth, in the face of current global challenges, both sides will firmly uphold the international system with the United Nations at its core, the international order based on international law, and the basic norms governing international relations based on the purposes and principles of the United Nations Charter. Both sides are committed to promoting equal and orderly multipolarization of the world and inclusive economic globalization, opposing all forms of unilateralism and protectionism, calling for the implementation of genuine multilateralism, advancing the democratization of international relations, and jointly safeguarding international fairness and justice. Both sides will strengthen coordination and cooperation within the framework of the United Nations, maintain cooperation on issues of common concern in multilateral settings, and promote the establishment of a more just and reasonable global governance system.
Kyrgyzstan highly appreciates and supports China’s proposal to build a community with a shared future for mankind, as well as its global development initiative, global security initiative, global civilization initiative, and global governance initiative. These concepts and initiatives are of great significance for achieving the United Nations’ sustainable development goals and maintaining world security and development.
China congratulates Kyrgyzstan on its election as a non-permanent member of the United Nations Security Council for the term 2027-2028, and will support Kyrgyzstan’s efforts to consolidate world peace and security, promote the practice of multilateralism, and safeguard international rule of law during its term.
China welcomes Kyrgyzstan to join the World Artificial Intelligence Cooperation Organization, in order to jointly promote global artificial intelligence cooperation and the development of pragmatic cooperation between the two countries.
China welcomes Kyrgyzstan’s application to join the International Mediation Institute, and both sides are willing to strengthen cooperation in the field of mediation, jointly promoting the Institute to play an active role in peacefully resolving international disputes and fostering friendly cooperation among member states.
Both sides noted that their countries had made significant contributions to the establishment of the “Shanghai Five” mechanism and the development of the Shanghai Cooperation Organization (SCO), and reiterated their willingness to consolidate the role of the SCO as the foremost platform for maintaining regional security, stability, and sustainable development.
Kyrgyzstan highly praises the significance of the SCO Tianjin Summit in promoting high-quality development of the organization and is willing to work with China to continue implementing the consensus reached.
China highly praises the work done by Kyrgyzstan during its tenure as the rotating chair of the Shanghai Cooperation Organization from 2025 to 2026, under the slogan “25th Anniversary of the Establishment of the Shanghai Cooperation Organization: Jointly Advancing Towards Sustainable Peace, Development, and Prosperity”. It points out the significance of the Bishkek Declaration and emphasizes that Kyrgyzstan, as the chair country, has played a notable coordinating role in continuously promoting joint initiatives, pooling the joint efforts of SCO member states, and deepening solidarity and pragmatic cooperation among member states.
Both parties noted with satisfaction the significant progress made in establishing the Shanghai Cooperation Organization Development Bank, emphasizing the need to accelerate the preparation process for the establishment of the bank, ensure its early operation, facilitate the deepening of economic cooperation, expand project financing support, promote regional development, prosperity, and unity, and consolidate regional security and stability. Both parties will continue to actively promote the aforementioned work.
Both parties reiterate the significance of establishing the Center for Combating Transnational Organized Crime under the Shanghai Cooperation Organization’s Comprehensive Center for Addressing Security Threats and Challenges in Bishkek as soon as possible. They believe that the establishment of the center will enhance the efficiency of cooperation in addressing transnational organized crime, separatism, and extremism, ensuring regional security and stability.
Both sides highly appreciate the important role played by the China-Central Asia mechanism in strengthening cooperation between China and Central Asian countries, and are willing to enhance cooperation within the framework of the China-Central Asia mechanism. They are committed to continuing to hold relevant activities within the framework of the “Year of High-quality Development of China-Central Asia Cooperation” in 2025-2026, and will strive to ensure the success of the third China-Central Asia Summit to be held in China in 2027.
Both parties are willing to deepen cooperation in areas such as environmental protection, addressing climate change, and promoting the mountain agenda.
China positively evaluates the resolutions adopted by the United Nations General Assembly based on Kyrgyzstan’s initiative, including the announcement of implementing the Five-Year Development Plan for Mountain Regions from 2023 to 2027, the establishment of “World Snow Leopard Day”, and supporting Kyrgyzstan in hosting the second Global Mountain Summit, “Bishkek+25”, in 2027.
VI. Both sides believe that the meeting between the two heads of state is of great significance for promoting the high-quality development of the comprehensive strategic partnership between China and Kyrgyzstan in the new era. The two heads of state will maintain frequent communication to provide strategic guidance for the high-quality development of the comprehensive strategic partnership between China and Kyrgyzstan in the new era.
